Jennifer Barthelemy – Nerestant, MPA

Jennifer is a visionary equity strategist, public sector leader, and keynote speaker whose work bridges inclusive leadership, systems change, and community impact. With more than 19 years of service across the Commonwealth of Massachusetts, she is known for cultivating cultures where belonging, access, and accountability are lived practices rather than aspirational ideals. As Secretariat Director of the Office of Diversity, Equity, Inclusion & Access for the Executive Office of Health & Human Services, Jennifer leads initiatives that strengthen workplace culture, expand opportunity, and challenge institutions to operate with greater intention and humanity. A proud Howard University alumna and Suffolk University MPA graduate, she uses her voice through speaking, facilitation, and mentorship to empower Women of Color, uplift emerging leaders, and spark courageous conversations that drive meaningful change. Grounded in legacy and guided by purpose, Jennifer leads with authenticity, compassion, and an unwavering commitment to advancing equity within systems and communities.
